Multi-Function Centre
I’m pleased to provide this update on progress of Phase 1 of Project Generations, our new Multi Function Center (MFC). A permanent naming process to replace this working title will be announced later this spring.
While construction activity has continued at a steady pace over the past few weeks, the MFC project is approximately 3 months behind the original schedule. This can be attributed to a variety of factors including poor performance of the formwork subcontractor, unforeseen below grade services, Covid related manpower delays, and periods of extreme weather through December and January. Our contractor has adjusted their schedule and has now confirmed a late September delivery, allowing us 6 weeks for our interior fixturing, commissioning and move in.
Over the past few weeks Tambro has completed the erection of the majority of structural steel and placement of most of the precast floor slabs that make up the main floor level. The lower level will now be tarped and heated. Permanent prefabricated wall panels (called SIPs) are scheduled to be installed starting in mid-March. This will be followed by placement of remaining roof steel and prefabricated SIP roof panels. Once the building is enclosed, a wide variety of interior subtrade activity will commence including installation of HVAC, plumbing and electrical equipment and distribution.
We have engaged with Tambro on multiple occasions regarding our schedule and performance concerns and continue to meet on a weekly basis. The entire construction industry has been impacted in the past year by supply chain delays, material price increases and manpower shortages. Tambro has expressed their commitment to delivery of the project to the revised schedule and our working relationship remains positive.
The project remains on budget with 30% of budgeted construction costs processed at the end of January. Approximately 60% of our contingency has been allocated to date to 25 approved change orders. Change orders arise on most large construction projects and each one is fully reviewed and negotiated as required by our consultant team. We will continue to monitor our remaining contingency as we progress through to completion.
Base Lodge Expansion
The design of Phase 2 has now been completed under the guidance of the Building Committee. The Committee met with the contractor/consultant team on a 3 week cycle over the past 6 months and we thank Committee members for their commitment to this lengthy process. The general configuration, size and function of the Phase 2 expansion remains as last presented to the membership.
Food & beverage and interior design forums were held with members and the architect in mid-January. A range of feedback was provided which contributed to improvements to the central bar layout and exterior building elements.
Issued for tender (IFT) drawings and specifications were released to the Tambo this past week. Tambro has now initiated the tender process which involves inviting bids from multiple prequalified subtrades. Bids will close in late March and a summary will presented to the Building Committee at that time. The month of April will be used for bid analysis and value engineering as required.
A range of variables will be considered by the Board before a recommendation is made to proceed with Phase 2 construction. These include Tambro’s performance to date, risk associated with completion of the MFC to the revised schedule, bid results against budget and general economic and construction market conditions.
We look forward to providing the membership with continued communication on MFC construction progress and the Phase 2 bid results and recommendations. There will be a fulsome discussion at the April 27th Town Hall.
